Cannabis in Hawaii is illegal for recreational use , but decriminalized for possession of three grams or less. Medical use was legalized through legislation passed in , making Hawaii the first state to legalize medical use through state legislature rather than through ballot initiative. In , Hawaiian governor Ben Cayetano signed into law Act , allowing medical marijuana cardholders to grow their own cannabis or appoint a caretaker to do so. In signing the law, Hawaii became the 8th state to legalize medical cannabis and the first to do so through an act of state legislature.
The law did not establish any legal market or dispensaries. In , the Medical Marijuana Dispensary Program of Hawaii was created to require those who qualify for medical marijuana to register before using marijuana for medical purposes. The patient will then receive a Registration Card issued by the Department of Health. The goal of the Department of Health for issuing the Registration Card is to issue it in a timely manner so that patients can continue or start to use medical marijuana legally.
In July , The Act was passed. It states that the Hawaii Department of Health will administer the Medical Marijuana Dispensary Program by and dispensaries can begin to dispense medical and manufactured marijuana products as early as July assuming that the Department of Health grants approval to these dispensaries.
To address legal acquisition of cannabis, in Senate Bill established a dispensary system, allowing eight dispensaries in the state, designated by island. In July , Governor David Ige signed Act , creating a pilot program allowing the Hawaii Department of Agriculture to oversee the cultivation of industrial hemp for agricultural or academic research. In February , the Hawaii House of Representatives Agricultural Committee passed legislation to remove criminal or civil sanctions for the "planting, growing, harvesting, possessing, processing, selling, or buying" of industrial hemp.
In February , a bill was introduced to legalize recreational marijuana for adults 21 and over, however, it died in the House of Representatives the following month. On July 1, , Governor David Ige announced that he would let a legislature-passed bill to decriminalize small amounts of cannabis become law without him actually signing it.

Unfortunately, there is no legal access to recreational cannabis in the state. State dispensaries are unable to sell cannabis or marijuana in any form to consumers unless they have a medical cannabis registration card.
To obtain a card, patients must register with the Medical Cannabis Registry and:. Once approved, registrations are active for no more than 60 days and no more than two day periods in a calendar year.
Patients who visit more than twice a year can apply for an in-state card. While caregivers can be included in the visitor application for minors, they cannot be added for adults.
Medical marijuana usage is only legal in private residences. At this time, there are dispensaries on the islands of Kauai, Oahu, Maui, and Hawaii.
Dispensary hours are generally from 9am-6pm, with some locations offering curbside pickup.
